COMPETITION RULES OF THE JUDO STARS LEAGUE
In accordance with amendments and additions to the rules of the International Judo Federation (IJF).
- GENERAL PROVISIONS
1.1. These Rules for conducting tournaments of the Judo Stars League (hereinafter — “Rules”) have been developed and approved by the Judo Stars League Referee Commission.
1.2. The Judo Stars League tournaments are individual, and team competitions held in accordance with the international standards of the International Judo Federation (IJF).
1.3. In order to ensure the safety of participants, minimize injury risks, and create equal conditions for athletes with different skill levels, the Judo Stars League tournaments have implemented amendments and additions to the international judo rules.
- MAIN GOALS OF THE AMENDMENTS AND ADDITIONS
2.1. The primary goal of the amendments is to enhance participant safety and reduce the risk of injuries.
2.2. Additional goals include:
Creating conditions for athletes with different levels of training to participate.
Adapting the rules based on age and weight categories.
Reducing the gap in competition levels between participants.
2.3. Amendments made:
Introduction of additional categories for beginners.
Adjustment of the system for distributing participants into categories.
2.4. Monitoring and adjustments:
The implementation of changes will be accompanied by monitoring their effectiveness, including regular feedback collection from participants, coaches, and referees. If necessary, changes will be made to improve safety.
- RULES FOR CONDUCTING JUDO STARS LEAGUE TOURNAMENTS
3.1. Divisions, age groups, and weight categories

U-9: -23 kg, -26 kg, -29 kg, -32 kg, -35 kg, -38 kg, -42 kg, +42 kg
U-11: -26 kg, -29 kg, -32 kg, -35 kg, -38 kg, -42 kg, -46 kg, +46 kg
U-13: -32 kg, -35 kg, -38 kg, -42 kg, -46 kg, -50 kg, -55 kg, +55 kg
Boys “Colored Belts”:
U-9: -23 kg, -26 kg, -29 kg, -32 kg, -35 kg, -38 kg, -42 kg, +42 kg
U-11: -26 kg, -29 kg, -32 kg, -35 kg, -38 kg, -42 kg, -46 kg, +46 kg

3.2. Determining winners
3.2.1. Competition system:
Olympic system with consolation rounds for quarterfinalists or round-robin system.
3.2.2. Winners:
Winners are determined in each weight category.
3.2.3. Merging categories:
If fewer than 4 participants are registered in a weight category, the category may be merged with the adjacent one.
3.3. Prohibited technical actions
Age groups:
U-9, U-11, U-13: Chokes and joint locks, throws from knees, and foot-sweep throws to the stomach (over the head).
U-15: Joint locks.
3.4. Match duration
U-9, U-11: 2 minutes.
U-13, U-15: 3 minutes.
- RULES FOR THE JUDO FESTIVAL “WHITE BELTS”
4.1. Divisions
Boys “White Belts”
Girls “White Belts”
4.2. Experience levels
Less than 12 months
More than 12 months
4.3. Age groups
U-4, U-5, U-6, U-7, U-8, U-9, U-10, U-11, U-12, U-13
4.4. Weight categories
Participants are grouped into weight categories based on the submitted applications.
4.5. Weigh-in
Weigh-ins are not conducted. A control weigh-in may take place in case of disputes or suspicion of weight discrepancies.
Disqualification: If the difference between the declared and actual weight exceeds 1 kg, the participant will be disqualified from the competition.
4.6. Determining winners
Participants are divided into groups of 3-4 people. The draw is conducted without gender separation, considering the athlete’s age, weight, and experience level.
Each participant will have at least two matches.
The winners are determined based on the number of victories in the group matches.
4.7. Prohibited technical actions
Chokes and joint locks.
Throws from knees and foot-sweep throws to the stomach (over the head).
4.8. Judo “Ne-waza” Tournament
Age groups: U-6, U-7
Competition conditions: Participants fight on their knees.
All throws are scored as throws.
Match duration: 1 minute.
4.9. Judo “Tails” Tournament
Age groups: U-4, U-5
Equipment: Sports shorts and a t-shirt. Gi (optional).
Participants compete barefoot.
White belt (provided by the organizer).
A fabric strip of red or blue color (provided by the organizer).
Goal of the game:
Pull the opponent’s strip while protecting your own.
Prohibited actions: Throwing the opponent out of bounds, leaving the mat, pushing, striking.
Duration of the game: 1 minute. The game consists of 3 periods.
The first participant to score 2 points (Wazari) wins.
- FINAL PROVISIONS
5.1. Amendments and additions:
Any amendments and additions to these Rules may be made by the Judo Stars League Referee Commission if necessary to ensure the safety of participants and enhance the quality of the competition.
5.2. Responsibility:
The tournament organizers are responsible for ensuring compliance with these rules and safety standards during the competition.
5.3. Final decisions:
In case of disputes, the final decision is made by the tournament’s referee commission.
This document takes effect upon approval and applies to all Judo Stars League tournaments.
