REGULATIONS FOR CONDUCTING COMPETITIONS OF THE “JUDO STARS” SPORTS LEAGUE
GENERAL PROVISIONS
These Regulations are developed in accordance with the Law of the Republic of Belarus “On Physical Culture and Sports” (National Legal Acts Registry of the Republic of Belarus, 2014, No. 2/2123) and govern the organization of judo competitions within the “Judo Stars” sports league.
The Regulations apply to all participants, organizers, and other parties involved in the tournament and are mandatory for all tournaments held under the “Judo Stars” League.
GOALS AND OBJECTIVES OF THE COMPETITIONS
The goal of organizing the “Judo Stars” League tournaments is to promote the development of judo in the Republic of Belarus.
The objectives of the competitions are:
- To improve the skill level of athletes;
- To evaluate and analyze the competitive performance of judo athletes;
- To strengthen friendly relations and promote the exchange of experience among judo practitioners;
- To popularize judo, promote a healthy lifestyle, and organize recreational activities for the public.
COMPETITION RULES
The “Judo Stars” tournament consists of individual and team events, conducted according to the official rules of the International Judo Federation (IJF), with certain modifications approved by the tournament organizers (“Rules”).
Winners are determined in each weight category, as well as among the teams, based on the total number of medals won.
The overall management of the preparation and execution of the competitions is carried out by the Public Association «Combat Sports League».
The direct responsibility for the conduct of the “Judo Stars” tournaments lies with the Chief Referee Committee.
The competitions will be held in compliance with sanitary and epidemiological standards established by the Ministry of Health of the Republic of Belarus, as well as in accordance with the requirements and recommendations of the Ministry of Sport and Tourism of the Republic of Belarus at the time of the event.
All tournament participants, including athletes, team managers, coaches, referees, and other representatives, are required to comply with these Regulations and to demonstrate discipline, organization, and respect for opponents, referees, spectators, and tournament organizers.
CHANGES TO THE TOURNAMENT REGULATIONS
The tournament organizer reserves the right to make amendments to these Regulations if necessary, considering circumstances that may affect the safety of participants, the quality of the event, or other critical factors.
Changes may concern various aspects of the tournament, such as:
- The competition schedule;
- The format of the matches;
- Evaluation criteria;
- Prize places;
- Participation conditions;
- Other organizational issues necessary for the successful and safe conduct of the tournament.
Participants acknowledge that the organizer may make changes to the regulations and undertake to follow the current version of the document. All changes will be communicated to participants via available communication channels such as email, the official tournament website, social media, and other platforms.
In case of disputed situations or uncertainties regarding changes to the regulations, the final decision will be made by the tournament organizer, taking into account the interests of all parties to ensure fairness and effectiveness in the competition.
The “Judo Stars” League reserves the right to change the date or location of the tournament in the event of unforeseen circumstances, as well as to close registration if the number of registered participants reaches the established limit. While the goal is to provide opportunities for as many athletes as possible to participate, the number of participants is limited to ensure the high quality of the event.
FINANCING OF THE COMPETITIONS
Expenses related to travel, accommodation, and meals for participants and team representatives are borne by the sending organizations (clubs, federations, sports institutions, etc.).
Expenses related to the organization and conduct of the competition, as well as awarding the winners, are covered by the “Judo Stars” Tournament Organizing Committee.
AWARDING OF WINNERS
The top 3 participants in each weight category of the individual competitions will be awarded exclusive “Judo Stars” League medals.
The top 5 teams in the overall medal standings will receive special prizes from the “Judo Stars” League.
All awards and prizes will be provided in accordance with the established tournament regulations and must be received by the participants in a formal ceremony during the awards presentation.
PARTICIPANTS OF THE TOURNAMENT
Participants in the tournament can be athletes representing club teams, as well as city, regional, and departmental organizations from the Republic of Belarus and other countries.
To participate in the tournament, all athletes must be registered for the current year with the “Judo Stars” League. For registration information and membership updates, please follow this link: Athlete Registration.
All clubs whose athletes will participate in the tournament must also be registered and approved. Information on club registration can be found here: Club Registration.
The tournament is open to all interested parties, and there is no restriction on the number of participants per team.
Participation in the tournament is only possible if all the requirements of these Regulations are met.
TERMS OF PARTICIPATION
By submitting an application to participate in the tournament, the participant automatically agrees to the processing and storage of their personal data in accordance with the laws of the Republic of Belarus and international norms regulating personal data protection.
The registration process also signifies the participant’s confirmation of their consent to take part in the competition and their commitment not to make claims against the organizers, coaching staff, instructors, and judges in the event of any harm to life, health, or property.
Participation in the tournament implies that all parties involved must adhere to safety standards and the competition rules outlined in these Regulations.
All documents must be correctly completed during online registration. Athletes with incomplete or unverified documentation may register for participation, but their data must match the membership application during the weigh-in. Providing false information, such as incorrect birth dates, may result in immediate disqualification and a ban from participating in future Judo Stars League tournaments.
PARTICIPANTS’ OBLIGATIONS
Participants are required to:
- Participate in the opening, closing, and awards ceremonies;
- Comply with safety, discipline, and order standards at the competition venue;
- Show respect towards opponents, judges, coaches, team representatives, and spectators;
- Handle sports equipment, inventory, and property provided for the tournament with care.
Team representatives are responsible for ensuring that all team members comply with these requirements.
All individuals involved in organizing the tournament (including team leaders, judges, coaches, and athletes) must adhere to these Regulations and comply with the rules set by the organizers.
RESPONSIBILITY FOR BREACH OF OBLIGATIONS
Participants who violate the Regulations may be subject to disciplinary or administrative penalties in accordance with the laws of the Republic of Belarus and international norms (for foreign participants).
In case of harm to life, health, or property, the individual who submitted the application to participate in the tournament shall bear responsibility for the damage. This person confirms that they are aware of the risks associated with participation in sports competitions and agrees not to hold the organizers, coaching staff, or judges responsible for any damage caused during the tournament.
REGISTRATION PROCEDURE
Applications for participation in the tournament are submitted electronically via the official league website www.judostars.com.
Participants must submit their applications in accordance with the rules outlined in these Regulations. Applications are only accepted in Latin script, with all data matching the information provided on the last page of the participant’s passport.
Athletes must ensure the accuracy of the entered information, which must match the data in the tournament’s participant list.
Special attention should be paid to the following details:
- Full name
- Division
- Weight
- Gender
- Age
- Belt rank
- Club
Registration is considered complete once the participant has paid the registration fee according to the tournament conditions.
Representatives of foreign teams may submit applications only after prior approval by the organizers.
By submitting the application, the participant agrees to the processing, storage, and use of their personal data for the purpose of organizing and conducting the tournament, including the preparation of start lists and other organizational tasks. Personal data will be processed in accordance with the laws of the Republic of Belarus and international personal data protection standards.
The Judo Stars League reserves the right to close registration once the participant limit is reached or on the registration deadline — whichever comes first.
INSTRUCTION FOR SUBMITTING A PARTICIPATION APPLICATION
Tournament Selection
Go to the “Tournaments” section on the official Judo Stars League website. Review the available tournaments and select the one you wish to participate in. Make sure you have selected the correct date and location that suit your preferences.
Reviewing the Tournament Regulations
On the tournament page, find the “Information” section. Carefully read all the terms, including the regulations, competition rules, age groups, and weight categories. Ensure that you understand all the rules and that you meet the eligibility requirements to participate.
Selecting a Category and Division
Determine the weight category and division in which you will compete, based on your weight and skill level. It is recommended to consult with your coach for the correct category selection.
Payment of the Registration Fee
Pay the registration fee using the details provided in the “Bank Details“ section. After completing the payment, fill out the online application form, providing all the necessary information (full name, contact details, selected category and division). Upload a copy of the payment receipt (a photo or screenshot is acceptable).
Confirmation of Participation
After submitting your application, you will receive a registration confirmation. Verify that your name appears on the participants’ list on the tournament website and that all your details are correct (the lists are updated once at the end of each day).

CHANGES TO THE APPLICATION
If the participant needs to make changes to a previously submitted application, they must re-register. The information provided in the latest application will be considered as valid.
Errors in the application or missing names on the participant list must be corrected before the registration deadline. Requests submitted after this deadline will not be considered.
Changes to the application may be made before the registration deadline specified on the tournament page and must be confirmed by the administrator.
Registered participants can change their division and weight category free of charge until the registration period ends, as set by the tournament organizers. After this period, changes may be made only for an additional fee, the amount of which is determined by the organizers.
REGISTRATION FEE REFUND POLICY
If the participant withdraws before the online registration deadline, the registration fee will be fully refunded. If the participant withdraws after the online registration deadline but before the established cut-off date, the fee will be refunded minus a penalty, as determined by the tournament organizers.
After the registration deadline, or in the event of a no-show at registration or the weigh-in for the declared weight category, the registration fee will not be refunded.
Refunds will only be issued before the registration closure for the tournament. After the registration deadline, no refunds will be processed. All requests submitted after the specified deadline will not be considered.
ACCREDITATION
Accreditation is the first step that athletes must complete upon arrival at the tournament. To participate, athletes must provide a valid identification document (ID) that confirms their citizenship and includes a photograph. If such a document is not provided, the participant will be disqualified.
At accreditation, athletes must present the following documents to the mandate commission:
- Passport or other identity document (e.g., residence permit, driver’s license, military ID, or similar documents for foreign nationals).
WEIGH-IN PROCEDURE
Weigh-in is mandatory for all participants in tournaments, except for the Judo Festival “White Belts.”
Depending on the tournament, the weigh-in may be conducted:
- The day before the competition;
- One hour before the start;
- During the event (please check the tournament schedule for details).
- The maximum allowed weight deviation should not exceed 500 grams.
Athletes must be dressed in a T-shirt and shorts. In case of non-compliance with the clothing requirements, the following alternatives are allowed: kimono pants and T-shirt, or a full kimono. Participation is not allowed in underwear, polo shirts, tops, socks, jeans, or business attire.
If an athlete fails to attend accreditation or the weigh-in, they will be disqualified. If a participant exceeds the weight they registered for, they will be moved to the next weight category.
Weigh-in Rules for Participants of the Judo Festival “White Belts”
For participants in the Judo Festival “White Belts,” weigh-in is not mandatory, unlike other tournaments.
When submitting the application, the actual weight at the time of registration must be specified. In case of discrepancies, a control weigh-in may be conducted to verify the information.
If the difference between the actual and declared weight exceeds 1 kg, the participant will be disqualified.
DRAW
The preliminary draw will take place the day before the tournament begins. The official draw may be altered at any time, even after the weigh-in, to ensure the participation of all registered athletes.
The draw will be conducted randomly using Sport Data software.
EQUIPMENT
Tournament participants must ensure that their judogi (kimono) complies with the competition rules of the International Judo Federation (IJF).
Judogi (kimono) must be clean and either white or blue, with a fabric density of no less than 250 g/m².
The use of uniforms from other martial arts (e.g., sambo, karate, taekwondo, etc.) is prohibited.
Participants must wear belts corresponding to their judo rank.
Participants without a judo certification must wear a white belt.
The first athlete to enter the mat must wear a red armband over their belt (provided by the organizers).
Male athletes are prohibited from wearing t-shirts under their kimono.
Female athletes must wear a white, form-fitting short-sleeved t-shirt without any patterns under their kimono.
The use of protectors with metallic ribs is prohibited.
Tournament winners must wear their kimono during the awards ceremony.
AWARDS CEREMONY PROCEDURE
To receive medals on the podium, participants are required to wear their kimono.
The following are prohibited during the awards ceremony:
- Footwear;
- Headwear;
- Headphones;
- Club or sponsor t-shirts;
- Team flags (only the national flag is allowed);
- Any other form of advertising.
FINAL PROVISIONS
These Regulations come into effect upon signing and publication and are mandatory for all participants, coaches, judges, and organizers of the “Judo Stars” tournament.
Any amendments to these Regulations will take effect only after official publication.
All participants, coaches, and team representatives are required to familiarize themselves with these Regulations before submitting their application for participation in the competition.
In case of disputes related to the application of these Regulations, they will be resolved in accordance with the current legislation of the Republic of Belarus and international law standards.
